JOB DESCRIPTION

JOB TITLE: BUILDING INSPECTOR

REPORTS TO: COMMUNITY DEVELOPMENT DIRECTOR

POSITION SUMMARY:

Reviews the plans and specifications of proposed residential, commercial, and industrial buildings. Issues building, electrical, plumbing and mechanical permits. Inspects all work for compliance with codes. Insures adherence to City building and related codes and ordinances. Responds to citizen complaints as directed and to do other work as assigned.

ESSENTIAL FUNCTIONS:

Ability to visually inspect areas, travel to sites, document inspections, understand and explain regulations, maintain records, file reports, climb ladders, crawl under buildings and in construction trenches, enter and exit a variety of buildings, read maps, communicate orally and in writing, provide responsible and technical staff assistance, and attend City Council meetings as directed.

Ability to use a variety of hand tools.

TYPICAL DUTIES AND RESPONSIBILITIES:

? Reviews the plans and specifications of proposed residential, commercial, and industrial buildings for compliance with the uniform codes, zoning regulations, and pertinent provisions of the state and county regulations.

? Issue various building permits and collect fees.

? Investigate complaints of buildings, housing and zoning violations.

? Explains, interprets, and provides guidance regarding all applicable codes within area of responsibility to architects, engineers, contractors, developers, and other interested parties.

? Enforces building related codes, including Uniform Building Code, Uniform Plumbing Code, Uniform Mechanical Code, CABO One and Two Family Dwelling Code, Uniform Fire Code, Model Energy Code, Uniform Housing Code, Uniform Abatement of Dangerous Buildings Code, and local codes such as sprinkling, nuisance, clearing, grading, filling, floodplain, zoning, etc. Issues correction notices, stop work orders, and prepares requests for citations.

? Performs on-site inspections of buildings, including footing, foundations, framing, electrical, plumbing and mechanical systems.

? Examines buildings to insure that construction complies with various codes and approved plans. Inspects and insures that building and site complies with floodplain and zoning ordinances. Checks to see that requirements imposed by Site Plan Review, Conditional Use Permit or Variance procedures are carried out.

? Maintains records of building and inspection activities, and completes related reports. Issues certificates and permits as appropriate. Administers the permitting function, including application processing, fee assessment, and permit issuance.

? Assists in researching problems and complaints regarding commercial and residential buildings, building construction, code compliance, health and safety issues, and abatement proceedings either personally, by telephone, or in writing.

? Attends meetings of the City Council, Planning Commission, Technical Advisory Committee, and professional organizations as directed.

? Maintain certifications through continuing education by attending seminars and related training.

? Assists City elected and appointed officials as needed, and provides required information.

? Formulate, prepare, and recommend for approval policies, procedures, studies, and reports.

? Explain and interpret applicable laws, regulations, and policies.

? Recommend changes in codes, ordinances, and regulations.

? Respond to citizen complaints and questions.

? Prepare and administer the department budget.

? Perform duties as City Council appointed Health and Safety Official.

? Perform other duties as assigned.

MATERIALS, EQUIPMENT AND TOOLS

This position requires the operation and utilization of a motor vehicle, two-way radio, video, audio, and projection equipment. Other standard office equipment such as; typewriter, copier, fax, 10 key, calculator, set up/move tables and chairs, and the use of a camera and related inspection type test equipment.

SPECIAL REQUIREMENTS

Certification as a Building Inspector or Combination Inspector by the International Conference of Building Officials.

California Class 3 Drivers License

DESIRABLE SKILLS, KNOWLEDGE AND ABILITIES:

Knowledge of:

Thorough knowledge of Uniform Building, Plumbing, Mechanical, Electrical and general construction codes, and considerable knowledge in carpentry and related construction trades.

Construction methods, materials, and accepted safety standards.

State and Municipal codes, ordinances and regulations relating to zoning, building construction, electrical, plumbing and mechanical installations.

Ability to:

Ability to read and understand complicated plans and blueprints; communicate effectively orally and in writing; visually inspect sites; climb ladders; crawl under structures; maintain confidentiality of sensitive information; follow verbal and written instructions; establish effective working relationships with local contractors, fellow employees, supervisors, and the public.

EDUCATION AND EXPERIENCE

Three years of journey level combination building inspection experience, education equivalent to an Associate of Arts degree in construction technology. Certification as a Building or Combination Inspector by the International Conference of Building Officials.

Work is performed both in office and outdoor settings. Outdoor work is required in the inspection of various land use developments and construction sites. Must be able to operate various pieces of office equipment, tools, or controls. The employee is required to climb stairs, balance, stoop, kneel, crouch, crawl, see, talk, and hear for inspections.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
