POSITION SUMMARY:
Under general supervision, receives calls, including requests for public safety services or information, and dispatching of personnel and equipment for emergency service through the use of telephone, police/fire radio, and other communications equipment. Work also involves performing skilled clerical work in police records, identification, property, and booking, and do other work as assigned.
ESSENTIAL FUNCTIONS:

TYPICAL DUTIES AND RESPONSIBILITIES:
Transmits and receives messages to the various police/fire units of the service area.
Uses standard operating code of Police/Fire Communications in sending and receiving messages.
Transmits urgent messages to vehicles, directing them to destinations and warning them of conditions likely to be found.
Uses judgment in sending sufficient personnel for calls.
Receives complaints and transmits to safety personnel most available to meet needs.
Assists in processing arrested persons.
May receive fines and bail bonds.
Maintains log of calls transmitted and received and of all actions transpiring in department during shift.
Receives and sends teletype bulletins.
Maintains files of stolen cars and urgent messages.
Prepares reports.
Processes identification cards and other forms and reports.
Perform other duties as assigned.

SPECIAL REQUIREMENTS:
Possession of a valid California Class 3 driver=s license.

REPORTS TO: COMMUNITY DEVELOPMENT DIRECTOR
POSITION SUMMARY:
Under general supervision of the Community Development Director, coordinates activities in the receipt, investigation, and enforcement of the City zoning and other Municipal Code regulations. Performs basic planning and zoning related functions, and other duties as assigned.
ESSENTIAL FUNCTIONS:
Ability to visually inspect areas, travel to sites, document inspection, understand and explain regulations, maintain records, file reports, communicate orally and in writing, provide responsible and technical staff assistance to Community Development Director on various planning functions, and, if necessary, attend City Council meetings as directed.

Coordinates the receipt of inquiries regarding zoning and municipal code violations.

Recommends and implements code enforcement policies and procedures.
May determine alternative methods to achieve code compliance involving interpretation and application of related laws, ordinances, and regulations.
Directs the preparation of abatement letters.
Coordinates the conduct of follow-up procedures including the preparation of additional correspondence, site visits, communication with complainants, attorneys, and property owners involved in code violation cases.
In cooperation with applicable staff, prepares cases for legal action, summarizing evidence gathered in the course of inspections and communications and forwards to the City Attorney’s office.
Appears in Court to present testimony.
Confers with planning, building, and other staff, and the City Attorney regarding complaints to clarify interpretation of the law and procedures to be followed, particularly those referred for prosecution.
Provides assistance to the public and assists support staff and other department staff involved in related activities of code enforcement and compliance with applicable codes, laws, specifications, and conditions of approval.
Conducts field inspections and investigations to determine compliance with applicable codes, laws, specifications, and conditions of approval.
Encourages voluntary compliance by property owners of code requirements.
Staffs the Planning Department information counter and provides basic planning and zoning code information to the public.
Processes minor planning permit applications including conducting research and gathering data, writing brief reports, and preparing case files for boundary line adjustments, zoning permits, sign permits, business licenses and similar planning matters of minor complexity.
Attend meetings of the Technical Advisory Committee and Revit-ED Committee and prepare information to support those committees.
Prepares public information materials utilizing computer graphics programs.
Other duties as required.

Develops economic development and housing program resources; responds to inquires and works with individuals interested in pursuing the development of projects; makes referrals to financing agencies; develops working relationship with Federal, State and other local and non-project agencies offering economic development and housing assistance programs.
Develops and implements a marketing strategy for the City of Willits for the retention, expansion and recruitment of business and industry.
Identifies and accesses funding sources; maintain relationships with funding sources and ensure compliance with reporting requirements, administers contractual agreements with government agencies to ensure appropriate fiscal controls.
Counsels, cooperates with, and acts as liaison to other local agencies and nonprofit organizations working in economic development or business promotion projects and activities involving promotion and development of local economy.
Serves as City coordinator to provide assistance to prospects for industrial and commercial and business development; maintains contact with prospects, arranges meetings; and performs tasks necessary to facilitate prospects’ decisions.
Evaluates and analyzes data in selecting specific types of industries to be pursued for location in the City.

WATER CONSERVATION SPECIALIST II OR III
Performs indoor residential water audits by conducting field inspections and tests, including those for leaky toilets and sinks; calculates flow rates of showers and faucets, toilet dams, and instructs customers on other ways to save water in and around the home.
Conducts outdoor audits including testing and analyzing commercial and residential landscaping systems, pointing out deficiencies in sprinkler placement and developing a watering schedule for the customer; teaches customers how to read their own water meter and recommends installation of water saving plumbing fixtures.
Performs field inspections and measurements at customer locations; reviews water use records and calculates annual water consumption by site.
Meets with customers in person at their homes and places of business; answers their inquiries and provides general information and advice on water conservation measures and practices.
Answers the phone, sends out educational materials, processes forms, keeps simple records, files and statistics of work activities; performs data entry work using a computer.

EDUCATION:
Water Conservation Specialist II: Minimum completion of High School diploma or equivalent (college level course work in natural sciences, biology, chemistry, physics or statistics is desirable).
Water Conservation Specialist III: Experience and education equivalent to a Bachelor’s Degree, with major course work in water resources, hydrology, environmental science, or a closely related field. A Master’s degree can be substituted for one year of experience.
