One-Way Traffic On Sherwood Road

Emergency repair of Sherwood Rd. to begin on October 12, 2011

Willits, CA – October 7, 2011- Emergency repairs of Sherwood Rd. will be beginning on
Wednesday, October 12th. It was previously announced that repair work would begin on
Tuesday, October 11th. Due to the recent rain storm, however, repair work will not begin until
Wednesday. This project will result in controlled one-way traffic on Sherwood Rd. from the
intersection of US101 to the Willits City Limit. The first phase of the project will be the repair of
drainage facilities. The project is scheduled to end by November 5, 2011.

Motorists should be prepared for one-way traffic control due to road construction.
Construction will be restricted to the hours of 9 am to 3 pm on the weekdays and to daylight
hours on the weekends. A Willits police officer will be at the site to help ensure that the traffic
flows safely during construction. Two lanes of the road will remain open on weekdays before 9
am and after 3 pm.

Willits Water Storage Recovered

Willits, CA – As of Wednesday, October 5, 2011, the City of Willits water system has recovered to nearly 90% of water storage from last week’s treatment system mechanical problems. The City water customers may now use water for landscape irrigation and vehicle washing. The voluntary water conservation measures requested Friday, September 30, 2011, are hereby rescinded. 24 hour operations at the water treatment plant are ended.
City wants to thank its customers for their conservation during the recent event. It is important to note that water quality was not impacted. The request for extra voluntary conservation came about due to the treatment plant’s diminished ability to keep up with demand.

Emergency Repair Work

ONE-WAY CONTROLLED TRAFFIC ON SHERWOOD ROAD
EMERGENCY REPAIR WORK TO COMMENCE OCTOBER 10TH

Willits, CA – Emergency repairs of Sherwood Road and storm drains will result in controlled
one-way traffic on Sherwood Road beginning on October 10, 2011. The project is scheduled to
end by November 5, 2011. This project is urgent due to the risk of a catastrophic failure during
the upcoming wet season and because Sherwood Road is a critical health and safety link.
Construction, and resulting controlled one-way traffic, will be restricted to the hours of 9:00 a.m.
to 3:00 p.m. on weekdays and daylight hours on weekends. A City of Willits police officer will be
at the site to help ensure that the traffic flows safely during construction. Two lanes of the road
will remain open on weekdays before 9:00 a.m. and after 3:00 p.m.

Construction will occur on the City-owned portion of Sherwood Road, which spans about 1,500
feet west from Highway 101. The project will include 820 square yards of subgrade stabilization,
slip lining three sections of existing CMP culvert totaling 126 lineal feet, removing and replacing
three side-opening drop inlets, installation of one CMP downdrain, crack-sealing the road
surface, and replacing existing thermoplastic pavement markings. The work will be performed
by Granite Construction, Inc.

Water Shortage

RESIDENTS REQUESTED TO CONSERVEWATER DUE TO UNANTICIPATEDWATER SHORTAGE

Willits, CA – Mechanical conditions at the City of Willits’ Water Treatment Plant have resulted
in reduced ability to supply enough water to meet the demands of the City’s water customers.
For this reason, City officials are requesting that all customers use the utmost care in their use
of water and to conserve water wherever possible. The City requests that customers reduce
water use by not irrigating landscaping or washing vehicles. The City wants to stress that this is
a problem affecting the volume of water able to be delivered. This is not a health issue; water
quality is not affected. City crews are working around the clock to make the necessary repairs
to the plant and restore normal water flows to its customers as quickly as possible. The City
regrets any inconvenience to our customers and appreciates your voluntary compliance with our
request to conserve water.

Customers should call 459-7104 to obtain updated information. Anyone experiencing a
disruption in water service after hours should contact the Willits Police Department at 459-6122.

ENFORCEABLE OBLIGATION PAYMENT SCHEDULE

This Enforceable Obligation Payment Schedule (EOPS) is to be adopted by the redevelopment agency no later than late August. It is valid through 12/31/11. It is the basis for the Preliminary Draft Recognized Obligation Payment Schedule (ROPS), which must be prepared by the dissolving Agency by 9/30/11. (The draft ROPS must be prepared by the Successor Agency by 11/30/11.) If an agency adopts a continuation ordinance per ABX1 27, this EOPS will not be valid and there is no need to prepare a ROPS.

Final Budget

The City of Willits is primarily responsible for maintaining a safe, pleasant environment within the community by providing effective delivery of public services.

In the process of providing representatives local government, the City identifies and anticipates concerns, problems and opportunities and takes action to address them. The City also provides a catalyst in the development and maintenance of a well integrated community. The City delivers critical public services in an efficient, professional and timely manner.

The City is responsible for the preservation of community physical and aesthetic assets, and for the efficient management and equitable allocation of community fiscal resources.

Essential to accomplishing the objectives outlined above is the selection, training, motivation and retention of highly qualified men and women as City employees.
