JOB TITLE: CITY CLERK/HUMAN RESOURCES DIRECTOR/AIRPORT MANAGER/ASSISTANT TO CITY MANAGER
REPORTS TO CITY MANAGER
POSITION SUMMARY:
Plans, directs and coordinates the functions and activities of the City Clerk, Human Resources Director, and Airport Manager as directed by the City Manager.
ESSENTIAL FUNCTIONS:
Reading and writing; giving and receiving oral instructions, use of hands for typing; oral communication with public; visual observation at meetings and ability to take minutes and notes; ability to work long hours occasionally; driving motor vehicle.
FAIR LABOR STANDARDS ACT EXEMPTION:
The incumbent of this position spends more than 50 percent of his/her time as a manager performing office work directly related to management policies or general business operation. The incumbent customarily and regularly exercises discretion and independent judgment. This is therefore, “exempt” under the Fair Labor Standards Act as an “Executive Employee”.
TYPICAL DUTIES AND RESPONSIBILITIES:
Duties and responsibilities may include, but are not limited to:
Attend all meetings of the City Council, take, transcribe and certify minutes; take, transcribe and certify minutes of other meetings and administrative hearings as required.
Assist with the preparation and distribution of Council and Committee agenda materials; prepare written proclamations, resolutions, and ordinances; and assist staff with technical and administrative work related to codes, ordinances and regulations.
Administer City Records Management and Retention Program, and Document Imaging System.
Monitor compliance with the Fair Political Practices Commission (FPPC) requirements.
Prepare ordinances for codification, update Municipal Code book, and provide public with information on the provisions of the Municipal Code.
Assist in the preparation and management of City contracts and agreements, including tracking effective dates and compliance with insurance requirements.
Administers Risk Management Program for the City.
Monitor certificates of insurance, maintaining records and advising the public/contractors/staff on required content and form.
Prepare and administer budgets for the City Clerk, Human Resources Department, Elections, and Airport Enterprise Fund.
Oversees and administers the City’s personnel management system including personnel policies, practices and procedures; advises management and employees in their interpretation as necessary.
Participates in the formulating, recommending and coordinating the implementation of policies, rules and practices for carrying out the personnel program.
Serves as a member of the City’s negotiating team in meet and confer sessions and meets, when necessary, with representatives of employee organizations.
Oversees personnel files and provides responsible, professional and technical staff assistance relative to the City’s personnel programs.
Participates in the recruitment of City employees including preparing and distributing job bulletins, screening applicants, conducts oral interview/assessment centers and establishing eligibility lists.
Coordinates changes in employee status including appointments, merit increases and terminations, and maintains appropriate records.
Responsible for the planning, administration, and operations of the airport.
Staffs, prepares agendas and takes minutes for the Airport Commission meetings.
Responsible for preparation and administration of FAA and State grants for Airport.
Maintain quality standards for administration and operations of the airport.
Staffs and prepares agendas for Cultural Arts Commission.
Attends applicable conventions, seminars and association meetings to remain current with legal requirements and issues related to elections, document management, risk management, human resources and airport.
MATERIALS, EQUIPMENT AND TOOLS
Computer terminal, keyboard, word processing programs such as Word, Word Perfect, Excel, typewriter, calculator, copier and FAX machine.
SPECIAL REQUIREMENTS
Possession of a valid Class C or higher California driver’s license.
DESIRABLE SKILLS, KNOWLEDGE AND ABILITIES
Knowledge of:
Fundamental principles and practices of municipal organization, public human resources administration and airport administration.
Applicable federal, state, and local laws regulations, ordinances and policies of government agencies.
Open meeting laws and other rules related to the conduct of City Council meetings.
Election laws and requirements of the State Fair Political Practices Commission.
Programs and requirements for municipal records retention.
Basic provisions of the public contracts code.
Principles of supervision, training and employee development.
Modern office practices and procedures, including the utilization of word-processing and spread sheet applications.
Applicable labor relations laws, methods and practices.
Principles and practices of organization, administration, budget and personnel management.
Ability to:
Communicate effectively orally to gather information and explain policies or procedures.
Prepare clear, concise and complete analysis, proposals, reports and other written materials.
Work independently and exercise sound judgment.
Organize and maintain complex record keeping systems.
Work cooperatively and effectively with others including City staff, agency representatives and the general public.
Perform and manage difficult, complex and responsible administrative, secretarial and clerical work, with typing and/or word process at a speed of 50 words per minutes.
Use standard and specialized computer software applications.
Prepare and administer the City Clerk, Human Resources, Elections and Airport budgets.
Exercise a critical approach to the regular routine of work and make suggestions for improvements.
DESIRABLE EXPERIENCE/EDUCATION
Any combination of education, training and/or experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Four years of increasingly responsible and complex executive and/or administrative experience.
Four years of increasingly responsible and complex professional experience in the field of Human Resources.
Two years of increasingly responsible experience in the operation and supervision of airports.
AA Degree or BA Degree in Business Administration from an accredited college with major work in public administration, political science, business administration, or a closely related field.
PHYSICAL REQUIREMENTS
Constant sitting in office chair, keyboarding and visual contact with computer terminal; frequent walking, standing, writing, bending, and reaching, occasional lifting of items weighing less than 30 pounds, 20/20 vision, hearing ability adequate to take minutes of meeting, ability to read and instruct articulately, reaching and lifting above shoulders, carrying boxes of materials from one room to another, driving motor vehicle, and climbing flight of stairs.
