The Department provides support to the City Council, Planning Commission, Redevelopment Agency, and other City departments, and performs a number of related functions for the citizens of Willits as follows:
- Planning: The Planning Division is responsible for current and long range planning; reviewing and controlling land use, development and growth in the community through the adoption and maintenance of an adequate General Plan, specific plans, zoning ordinance, land division regulations, various types of permits, and environmental review processes. Additionally the division provides staff support to regional planning efforts such as the Highway 101 Bypass and California Western Railroad projects.

- Building: The Building Division insures that construction within the City meets all applicable building codes and related municipal codes through the issuance of building permits. The Building Official provides inspections of on-site construction and investigates complaints of building, housing and zoning violations. Additionally, the Building Official is responsible for the cleaning and maintenance of City buildings and maintaining an inventory of parts and supplies necessary for building operation
- Code Enforcement: Provides information, services and programs associated with enforcing the provisions of those City Ordinances under the purview of the Community Development Department.
- Redevelopment: The Community Development Department provides professional support to the Redevelopment Agency in the areas of economic development, redevelopment, and downtown revitalization.
- Housing: The Low and Moderate Income Housing division is a sub-component of the Redevelopment Agency, administering funds from the Redevelopment Agency that are set aside for low and moderate income housing. This division oversees low and moderate income housing programs, however, the previous housing re-hab loan program that was funded with Redevelopment funds and CDBG funds is not currently active.
- Facilities Reservations: The Office Assistant within the Community Development Department administers reservations for the use of City parks and buildings.” Anyone planning the use of any City facility should check with the Community Development Department to make sure the facility is available on the date(s) requested and to obtain the necessary application forms and rules and regulations for use of the facility.
