JOB TITLE: Engineering TechniciaL WRITER
REPORTS TO: CITY ENGINEER/SEWER DIRECTOR
position summary:
This is an entry level class in the Civil Engineering Technician series and will be provided training under the direction of the City Engineer/Engineer. Under general supervision, performs a wide variety of paraprofessional and technical work in collecting, analyzing, and presenting information relative to civil engineering functions and activities; prepares engineering feasibility reports, planning and procedural manuals for various city departments; assists with the development of guidelines, policies, ordinances and procedures pertaining to engineering and public works; provides information regarding City Standards and associated development fees to the public; provides liaison with consultants, developers and staff of other agencies; operates computer-aided design to update and create drawings detailing streets, utilities and planning information; assists with various survey related functions; assists with project management for capital projects, including preparation of plans, specifications and cost estimates. One of the primary duties of this position will be to assist the City in the development and implementation of the Sewer System Management Plan for the Sewer Department.
This position provides experience for development into an Engineering Technician II/III position.

typical duties and responsibilities:
Assist in the development and implementation of the Sewer System Management Plan for the Sewer Department. Upon development of the plan, assist in providing required reports to State Agencies, perform work tasks specified within the plan, as well as provide assistance in the development of an asset management plan to enhance the department’s abilities to implement this task.
Assembles information and writes engineering feasibility reports and implementation plans.
Creates and modifies maps and engineering drawings for streets, utility placement, right of ways and other infrastructure using an AutoCAD system.
Perform engineering hydraulic calculations for the estimation of wastewater flow rates within the collection system.
Prepares report plates and presentation exhibits using Microsoft Power Point software.
Assist in the development of ordinances for the control of wastewater collection.
Performs data collection in the field.
Assists in preparing construction specification documents.
Provides assistance to the public by providing information related to engineering and public works issues.
Assists and integrates work with other City Departments that require engineering or mapping information.
Design/Construction: Prepare engineering contracts.
Survey: Acts as a chain-, rod-, or instrument-person; assist in providing field and record information to be used in production of engineering drawings; perform and verify preliminary, construction, boundary, and control surveys; perform construction staking.
Permits: Processes permit applications and issue permits; determine and collect fees.
Answers questions and provide information to the public concerning engineering activities.
Duties may include those of an Office Assistant I, II, or III.
Perform other related duties as assigned.

Knowledge of:
Fundamentals of civil engineering.
Nomenclature, symbols, methods, practices, techniques and instruments used in engineering and mapping.
Surveying equipment, principles, problems, techniques and practices.
Mathematics, including algebra, geometry and trigonometry.
Construction equipment, materials and methods.
Methods and equipment used in the testing of construction materials.
Ability to:
Prepare plans and documents under the direction of the City Engineer.
Gather data and make accurate engineering computations.
Prepare plans and specifications neatly and accurately.
Prepare and maintain accurate records and reports.
Understand, interpret and prepare legal property descriptions, engineering records and maps.
Perform surveying tasks, including carrying instruments and other equipment and materials up to 35 pounds.
Understand and carry out oral and written directions.
Establish and maintain cooperative relationships with those contacted in the course of work.
Train assigned staff.
Work in extreme weather conditions.
Utilize various engineering and word processing related computer software.
Develop operational and construction project budgets.
Interpret, implement, explain, and apply applicable laws, codes, regulations, standards, policies and procedures.
Use computer and a variety of word processing and engineering software programs.
Experience/education:
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Sufficient field and/or office paraprofessional experience in the area of civil engineering report writing and drafting experience sufficient to demonstrate possession of the knowledge and abilities listed above for the section where the position is being filled;
Education: Courses in English, mathematics, computer-aided design, report preparation, surveying, and/or other related courses. A certificate of completion from an accredited Civil Engineering Technology or other related technical program may be substituted for a portion of the experience requirement.
NECESSARY special requirements:
Possession of a valid Class C or higher California driver’s license.
physical requirements:
Frequent walking, standing, writing, bending, reaching, sitting in office chair, keyboarding and visual contact with computer terminal; occasional lifting of items weighing less than 35 pounds, reaching and lifting above shoulders, carrying boxes of materials for short distances, driving motor vehicle. Outdoor conditions involve heavy traffic, steep terrain, muddy constructions sites, contact with poison oak and exposure to the elements. Field work frequently is performed outdoors in a variety of weather conditions and involves walking on rough uneven or rocky surfaces.
