JOB TITLE: Engineering Technician II/III
REPORTS TO: CITY ENGINEER
position summary:
Performs a wide variety of paraprofessional and technical work in collecting, analyzing, and presenting information relative to civil engineering functions and activities; prepares staff reports for various committees and boards; assists with the development of guidelines, policies, ordinances and procedures pertaining to engineering and public works; provides information regarding City Standards and associated development fees to the public; provides liaison with consultants, developers and staff of other agencies; operate computer-aided design to update and create drawings detailing streets, utilities and planning information; assists with various survey related functions; assists with project management for capital projects, including preparation of plans, specifications and cost estimates.
Engineering Technician III is distinguished from Engineering Technician II in that the technical work is more complex and performed independently or with minimal supervision and will utilize the principles and practices of engineering to independently gather, analyze and monitor a full range of engineering related data.
typical duties and responsibilities:
Creates and modifies maps and engineering drawings for streets, utility placement, right of ways and other infrastructure using an AutoCAD system.
Prepare property descriptions and exhibits.
Review plans and subdivision plans for compliance with code requirements.
Performs data collection in the field.
Assists in preparing specifications for projects to be contained in requests for proposals issued by the City.
Provides assistance to the public by providing information related to engineering and public works issues.
Assists and integrates work with other City Departments that require engineering or mapping information.
Assembles information and writes reports as may be necessary for the City Council, sub-committees or other agencies.
Provides construction inspection on a variety of capital construction projects for the Public Works Department, Utilities Department and Community Development Agency.
Works with developers or builders to ensure that engineering work conforms to City Standards.
Staffs project review team to provide technical input of engineering standards and requirements.
Traffic Engineering: Prepare and administer traffic engineering contracts; process permit applications and issue permits; determine and collect fees.
Design/Construction: Prepare engineering contracts.
Survey: Act as a chain-, rod-, or instrument-person; assist in providing field and record information to be used in production of engineering drawings; perform and verify preliminary, construction, boundary, and control surveys; perform construction staking.
Materials Testing: Perform tests on construction materials including soils, water, aggregates, asphalt concrete, and concrete, and calculate test data; operate materials testing equipment both in the field and in the lab.
Storm Water Management: Perform tests on storm water; prepare engineering contracts.
Permits: Process permit applications and issue permits; determine and collect fees.
Utilities Engineering: Process permit applications and issue permits; determine and collect fees.
Community Development Engineering: Process permit applications and issue permits; determine and collect fees.
Answer questions and provide information to the public concerning engineering activities.
General: Perform related duties as assigned.

Computer terminal, keyboard, adding machine, telephone, copier, FAX machine, printer, vehicle, and survey equipment including: semi-total station and level.
skills, knowledge AND abilities:
Knowledge of:
Fundamentals of civil engineering.
Nomenclature, symbols, methods, practices, techniques and instruments used in engineering and mapping.
Surveying equipment, principles, problems, techniques and practices.
Mathematics, including algebra, geometry and trigonometry.
Construction equipment, materials and methods.
Methods and equipment used in the testing of construction materials.
Ability to:
Review plans and documents for conformance to regulations.
Gather data and make accurate engineering computations.
Prepare plans and specifications neatly and accurately.
Prepare and maintain accurate records and reports.
Understand, interpret and prepare legal property descriptions, engineering records and maps.
Perform surveying tasks, including carrying instruments and other equipment and materials up to 35 pounds.
Understand and carry out oral and written directions.
Establish and maintain cooperative relationships with those contacted in the course of work.
Train assigned staff.
Work in extreme weather conditions.
Utilize various engineering and word processing related computer software.
Develop operational and construction project budgets.
Interpret, implement, explain, and apply applicable laws, codes, regulations, standards, policies and procedures.
Use computer and a variety of word processing and engineering software programs.
Experience/education:
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Sufficient field and/or office paraprofessional experience in civil engineering design and construction practices to demonstrate possession of the knowledge and abilities listed above for the section where the position is being filled;
Education: Courses in mathematics, computer-aided design, construction practices, surveying, materials testing, and/or other related courses. A certificate of completion from an accredited Civil Engineering Technology or other related technical program may be substituted for a portion of the experience requirement.
NECESSARY special requirements:
Possession of a valid Class C or higher California driver’s license.
working conditions:
Indoors, in an engineering office environment
Outdoors in field conditions involving heavy traffic, steep terrain, muddy constructions sites and exposure to the elements. Field work frequently is performed outdoors in a variety of weather conditions and involves walking on rough uneven or rocky surfaces.
Sitting for extended periods of time.
physical requirements:
Frequent walking, standing, writing, bending, reaching, sitting in office chair, keyboarding and visual contact with computer terminal; occasional lifting of items weighing less than 35 pounds, reaching and lifting above shoulders, carrying boxes of materials for short distances, driving motor vehicle.
