Chairperson Holly Madrigal called a meeting of the Willits Planning Commission to order at the above time and place.

ROLL:   Present were Commission members – Greg Kanne, Tami Jorgensen,
Karen Oslund, Larry Stranske and Chair Holly Madrigal

Also present were staff members – Community Development Director Alan Falleri, City Attorney Jim Lance and City Manager Paul Cayler.

MINUTES:   Motion Kanne/2nd Stranske and unanimous vote to approve the Planning Commission Minutes of October 22, 2008.

RESOLUTION 2008-10 GRANTING APPROVAL TO CONDITIONAL USE PERMIT NO. U-08-01 (PETERS) – Community Development Director Alan Falleri advised this item was continued from the 10/22/08 meeting and noted addendum with items of concerns expressed by Joseph Colleton in a letter dated 10/22/08.  Falleri advised that Charles and Darby Johnson were proposing to operate a dog training and kennel facility on property which is owned by Erica Peters and located at 266 Shell Lane.  He noted that the property is zoned Heavy Industrial (M-H) which allows for such uses subject to obtaining a conditional use permit.  Falleri then responded to the following concerns expressed by Joseph Colleton:  (1) Security and Safety; (2) Noise; and (3) Drainage and Water Quality.  Planning Commissioners expressed concerns about possible hazards if property behind facility was turned into a trailway, the possibility of fencing the site off from the railway, and need for warning signs. Darby Johnson indicated she had a petition from local residents supporting the dog training and kennel facility and noted their safety procedures.

7:55 p.m.  -  Chair Madrigal opened the public hearing. Lynette Shimeil spoke in support of dog training and kennel operation.  Chair Madrigal closed the public hearing.

Motion Kanne/2nd Stranske and unanimous roll call vote to adopt Resolution 2008-10 granting approval to Conditional Use Permit No. U-08-01 with findings and conditions specified in Exhibits A, B and C.

8:05  p.m.  -  The Planning Commission adjourned.
