JOB TITLE: PUBLIC WORKS LEAD PERSON
REPORTS TO: PUBLIC WORKS DIRECTOR
POSITION SUMMARY:
Plans, assigns and supervises the work of maintenance personnel engaged in a variety of street, park, utility, and other Public Works construction, maintenance and repair activities; participates in the planning and development of City infrastructure directed at meeting current and future City needs and services.
ESSENTIAL FUNCTIONS:
Driving motor vehicle; working on uneven surfaces and in confined spaces; working on ladder with heights of up to 75 feet or more; lifting of items up to 75 pounds in weight; climbing, crawling, bending; reading instructions; giving and receiving oral instructions.
TYPICAL DUTIES AND RESPONSIBILITIES:
? Plans, lays out and assists the Public Works Director in assigning the work of City personnel engaged in repairing, patching, and maintenance of City streets and alleys.
? Assist in the development of work schedules for personnel assigned to the Public Works Department.
? Assigns and supervises field crews engaged in installing, repairing and maintaining streets, parks, waterlines, wastewater lines, and other public works facilities.
? Upon request, supervises the installation and repair of water meters.
? Assigns and supervises personnel involved in traffic signage, pavement and curb marking, and the cleaning of streets and alleys.
? Estimates quantities of materials needed for and costs of projects; orders materials, equipment and supplies for the division.
? Inspects work projects in process and upon completion for conformance to specifications and City standards.
? Performs duties and responsibilities of Public Works MaintenanceWorker as needed.
? Inspects various street facilities, including sidewalks, for needed maintenance and repair; or may be asked to consult with property owners regarding requirements and specifications for sidewalk repairs or construction.
? Confers with other City personnel and engineering specialists regarding streets and other public works facilities.
? Supervises personnel assigned to the maintenance, repair and upkeep of City Hall, other City buildings parks.
? Provides assistance in determining specifications for the acquisition of public works vehicles and equipment.
? Assists the city mechanical with repairs and servicing of City vehicles.
? Assists in preparation of the yearly budget for the Public Works Department.
? Assists the Public Works Director by providing input, comment and decisions relative to Public Works activities.
? Receives, investigates and resolves complaints from the public.
? Assists with training, development, and evaluation of Public Works employees.
? Assists with the safety training of subordinates and ongoing safety program.
? Performs other related duties as required.
MATERIALS, EQUIPMENT AND TOOLS:
Various hand and power tools are utilized, including but not limited to: loader, back-hoe, rake, jackhammer, vibrator compactor, vibratory plate, trucks, power tools, chain saw, sander, weed eater, paint machine, high pressure sewer truck, dump truck, hammer, wrench, pry-bar, pipe cutter, chain cutter, tapping machine, street sweeper, welder torch, impact wrench, vehicle lift.
SPECIAL REQUIREMENTS:
Possession of a valid Class C or higher California driver=s license.
DESIRABLE SKILL, KNOWLEDGE AND ABILITIES:
Knowledge of:
? Methods, equipment, materials and techniques used in the construction and maintenance of a variety of surfaced and paved streets, alleys, sanitary sewer, storm drain and water lines, and buildings.
? The operation, repair and maintenance of various sizes and types of power driven equipment.
? Principles of supervision, training and employee development.
? Principles of budget preparation and expenditure control.
? Safe work practices.
Ability to:
? Direct and inspect the technical details of street maintenance and repair work.
? Perform established street maintenance and improvement program.
? Plan, assign and supervise the activities of a work force engaged in street repair and maintenance, sanitary sewer, storm drain and water line installation and maintenance as well as maintenance of public buildings and other public works facilities.
? Inspect streets, estimate the extent of repairs or maintenance needed and prepare descriptions and accurate estimates of the cost of such work.
? Keep accurate records, prepare work schedules, and prepare clear and concise reports.
? Make time, material and cost estimates.
? Train and supervise personnel.
? Work cooperatively with others.
? Deal effectively and courteously with the public.
DESIRABLE EXPERIENCE/EDUCATION:
Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain this knowledge and abilities would be: three years experience in supervising the repair and maintenance of streets, vehicles, water/wastewater utility lines, parks and public buildings.
PHYSICAL REQUIREMENTS:
Constant exposure to sun, walking on uneven surfaces, bending, kneeling, squatting, twisting, exposure to airborne dust and loud noises; climbing of ladders of up to 12′ or more above ground, driving, working on slippery surfaces, working with toxic substances; occasional lifting of items weighting up to 75 pounds; lifting above shoulders, ability to work in confined and cramped spaces; repetitive hand motion; hear verbal instructions; climb in/out of ditches; turn valves, lift and carry pipes dig ditches; small motor skills.
