JOB DESCRIPTION
JOB TITLE: SEWER PLANT SUPERVISOR
REPORTS TO: CITY ENGINEER
POSITION SUMMARY:
Under direction of City Engineer, plans, supervises and participates in the operation, maintenance, modification and improvement of the City=s wastewater treatment plant, facilities and equipment; provides technical support to City staff and contractor relative to wastewater treatment activities; and treatment programs directed at meeting current and future City needs and services.
ESSENTIAL FUNCTIONS:
Ability to lift items of up to 75 pounds to level of waist, small motor skills; sense of touch, smell; giving and receiving oral instructions; walking on hard and uneven surfaces; working on ladders and scaffolding; climbing, crawling, bending, squatting and kneeling; reading instructions and writing information on reports.
TYPICAL DUTIES AND RESPONSIBILITIES:
? As directed, plans, supervises and participates in the operation and maintenance of the wastewater treatment plant, facilities, and equipment.
? Establishes work schedules and assures the proper assignment of treatment plant personnel.
? Assists in recommending the selection of employees; trains, develops, and evaluates the work of treatment plant employees.
? Supervises wastewater plant operations including the proper adjustment of plant processes.
? Directs sampling operations and chemical analysis to assure proper balance of treatment steps and meeting of effluent requirements.
? Assists the City Engineer in the recommendations for improvement and construction of treatment facilities; prepares specifications, reviews plans and blueprints, and inspects project work to assure conformance with specifications.
? Confers with other City personnel and engineering specialists regarding the effectiveness of plant and facilities operations.
? Insures an adequate inventory of supplies, parts and equipment for plant and laboratory operations; researches types and sources of equipment and prepares justifications for major purchases.
? Prepares a variety of activity and operational reports required by other government agencies; assures compliance with reporting requirements of regulatory agencies.
? Maintains files and records of plant operations.
? Develops and implements new programs designed to enhance plant operations and to meet regulatory demands.
? Explains City treatment plant facilities and practices to interested persons.
? Assists the City Engineer in preparing the wastewater annual budget by collecting financial data, forecasting improvement and maintenance expenditures and determining needs for work to be performed under contract.
? As directed, conducts an ongoing safety and injury prevention program.
? Performs other related duties as required.
MATERIALS, EQUIPMENT AND TOOLS:
Electrical testing equipment, hand and power tools such as; grinders, torches, hammers, pneumatic chipping tools, laboratory meters and equipment, shovels, rakes, wrenches, personnel hoist, adding machine, chain saw, calculator, electric meters, backhoe, loader, motor vehicles, face shields, gloves, goggles, computer terminal and keyboard, programs: spreadsheet, database, Microsoft professional office series.
SPECIAL REQUIREMENTS:
? Possession of Grade III Wastewater Treatment Plant Operator=s Certification issued by the California State Water Resources Control Board.
? Possession of a valid Class C or higher California driver=s license.
DESIRABLE SKILL, KNOWLEDGE AND ABILITIES:
Knowledge of:
? Principles and practices of wastewater treatment plant operations.
? Operating principles of valves, pumps, motors, and a wide variety of electronic and computerized control systems.
? Principles and methods of bacteriological and chemical wastewater analysis.
? Applied chemistry and mathematics as used in the analysis of wastewater sampling.
? Effects and problems of industrial waste in wastewater treatment processes.
? Principles of supervision, training, and employee development.
? Principles of budget preparation and expenditure control.
? Safe work practices.
Ability to:
? As directed, supervise the operation, repair, maintenance, and improvement of treatment plant facilities.
? Establish and maintain effective sampling procedures of plant operations and effluent.
? Supervise the proper chemical and bacteriological testing procedures and operations of a treatment plant laboratory.
? Diagnose operating problems and direct effective correction procedures.
? Read and interpret construction plans and specifications.
? Prepare required reports and maintain complete record keeping procedures..
? Supervise, train and evaluate employees.
? Work cooperatively with others.
? Communicate clearly and concisely orally and in writing.
? Deal effectively and courteously with the public, contractors, vendors, and representatives of regulatory agencies.
DESIRABLE EXPERIENCE/EDUCATION:
Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain these knowledges and abilities would be three or more years experience as a certificated Grade II treatment plant operator including two years of increasingly responsible supervisory experience in the operation and maintenance of a wastewater system.
PHYSICAL REQUIREMENTS:
Constant exposure to sun, working in low temperatures and high humidity environment, exposure to loud noise and vibration, walking on slippery and hard surfaces, exposure to airborne dust, bending, kneeling, squatting; frequent walking on uneven surfaces, uses senses of vision, hearing and smell to diagnose problems, work on ladders and structures up to 40 feet in height, work in confined space or cramped body position; lifting of items weighing up to 75 pounds.
